well yes that's one of the "official stories"
another thing is that the CIO often is highly highly paid and some dark money always disappears. Paris wanted to put an end to this all. Apparently they had a very very open and clear budget. And that wasn't really enjoyed by the CIO. But we'll never know. What I know is that everyone everywhere kept mentioning how Paris was a favorite, and since Paris hasn't hosted it since the 1920's! it was a good time for it. But then we all know that Tony Blair got in a secret meeting and then next days the vote happened and people were surprised that 3 votes different would make it go to London.
I think the UK is still a great choice (after all Spain had Barcelona and even if Chicago is nice they already had Los Angeles and Atlanta almost in a row!).. I like the UK ways to host things lately it's been well handled. I hope for a lot deal of british insanity and humor (well except for ESC hostings which sucked in 72, 77, 82, 98.. wow I guess after Mrs Boyle stopped it).. Still Paris is a really great city which I love living in and I would have loved sharing it with the world for two weeks. I liked a lot the project they had, having competitions right down in the city in the Champs-Elysees, the Seine river, and all the idea of having it completely unlike Beijing very careful of nature, brotherhood and all.. but oh well..
